El Gazettario is committed to making elgazettario.com accessible to all people, regardless of physical or cognitive impairments, the devices used, or assistive technologies employed. We aim to conform to the Web Content Accessibility Guidelines (WCAG) version 2.1 at Level AA — the internationally recognised standard for digital accessibility — and to the requirements of the European Accessibility Act (Directive (EU) 2019/882), which applies to digital services offered in the EU market.
1. Conformance Status
This website is partially conformant with WCAG 2.1, Level AA. "Partially conformant" means that some parts of the content do not yet fully comply with accessibility standards. The specific known limitations and our remediation plans are described in Section 5 below.
2. Applicable Standards and Legal Framework

3. Technologies Used for Accessibility
The accessibility of this website relies on the following technologies:
- HTML5 — Semantically structured using appropriate landmark elements:
<header>,<nav>,<main>,<article>,<aside>,<footer>,<section> - CSS3 — Responsive design supporting all device classes and screen sizes; accessible focus styles; high-contrast-friendly colour palette
- JavaScript — Progressively enhanced; all core content and primary navigation are accessible without JavaScript
- WAI-ARIA 1.1 — ARIA roles, properties, and states used to enhance semantic meaning for assistive technologies
4. Accessibility Features Implemented
4.1 Perceivable (WCAG Principle 1)
- Alternative text for images (WCAG 1.1.1): All images carrying informational content have descriptive alternative text. Purely decorative images use
alt=""so screen readers skip them. - Video captions (WCAG 1.2): No video content is currently used. Should video be introduced, captions will be provided.
- Resizable text (WCAG 1.4.4): Text can be enlarged to 200% of its default size via browser settings without loss of content or functionality.
- Colour contrast (WCAG 1.4.3 and 1.4.11): Normal-weight text below 18pt achieves a contrast ratio of at least 4.5:1 against its background. Large text (≥18pt regular or ≥14pt bold) achieves at least 3:1. UI component and graphic elements have at least 3:1 contrast.
- Text spacing (WCAG 1.4.12): No content or functionality is lost when the following are applied: line height 1.5× font size; space following paragraphs 2× font size; letter spacing 0.12× font size; word spacing 0.16× font size.
- Reflow (WCAG 1.4.10): Content can be presented without horizontal scrolling at a viewport width of 320 CSS pixels.
- No content that causes seizures (WCAG 2.3): No flashing, strobing, or rapidly oscillating content is used.
4.2 Operable (WCAG Principle 2)
- Keyboard accessible (WCAG 2.1.1): All functionality operable via keyboard alone without requiring specific timing for keystrokes.
- No keyboard traps (WCAG 2.1.2): Keyboard focus cannot be trapped in any component.
- Skip navigation link (WCAG 2.4.1): A visually hidden "Skip to main content" link is provided at the very start of the page; it becomes visible on keyboard focus.
- Descriptive page titles (WCAG 2.4.2): Every page has a unique, descriptive title that accurately describes its content.
- Focus order (WCAG 2.4.3): Keyboard focus traverses the page in a logical order reflecting the visual and content structure.
- Link purpose (WCAG 2.4.4): The purpose of each link is determinable from the link text alone or from link text plus programmatically determined context.
- Visible focus (WCAG 2.4.7): A clearly visible focus indicator is displayed on all keyboard-focusable elements.
- No time limits (WCAG 2.2.1): No time limits are imposed on any interaction.
- Three flashes rule (WCAG 2.3.1): No content flashes more than three times per second.
4.3 Understandable (WCAG Principle 3)
- Language of page (WCAG 3.1.1): The primary language of the page is declared in the
langattribute of the HTML element (lang="en"). - Language of parts (WCAG 3.1.2): Passages in languages other than English are marked with the appropriate language attribute.
- Consistent navigation (WCAG 3.2.3): Navigation mechanisms appear in the same relative order across all pages.
- Consistent identification (WCAG 3.2.4): Components with the same functionality are identified consistently.
- Error identification (WCAG 3.3.1): Where input forms exist, form errors are identified and described to the user in text.
- Labels and instructions (WCAG 3.3.2): Labels and instructions are provided for all form inputs.
4.4 Robust (WCAG Principle 4)
- Valid HTML (WCAG 4.1.1): HTML markup conforms to W3C specifications.
- Name, role, value (WCAG 4.1.2): All UI components have properly set name, role, and value attributes accessible to assistive technologies.
- Status messages (WCAG 4.1.3): Status messages (e.g. load success/failure) are programmatically determinable via ARIA live regions so assistive technologies can announce them without focus.
5. Known Limitations
Despite our efforts, the following limitations are currently known:
- Older imported articles: Articles imported from external sources (e.g. WordPress XML imports) may include images without alternative text. We are progressively reviewing and updating these on a priority basis.
- Complex tables in imported content: Some HTML tables embedded in older articles may lack proper row and column header markup (
<th>elements withscopeattributes). These are being revised. - Linked external PDFs: PDF documents linked from articles may not conform to PDF/UA accessibility standards. We do not control the accessibility of third-party documents.
- Embedded third-party content: If external media (maps, interactive data visualisations, or social media embeds) are introduced in the future, the accessibility of such third-party content cannot be fully guaranteed by us.
6. Assistive Technology Compatibility
This website has been developed to be compatible with the following assistive technologies and browsing environments (non-exhaustive list):
- NVDA with Mozilla Firefox and Google Chrome (Windows)
- JAWS with Google Chrome and Microsoft Edge (Windows)
- VoiceOver with Safari (macOS and iOS)
- TalkBack with Chrome (Android)
- Keyboard-only navigation (all major browsers)
- Browser zoom up to 400% (for low vision users)
